Fire, discharge, food, import/export, or safety permits sit with admin, EHS, or business teams. Expiry dates live in drawers; one person on leave breaks the chain. Nobody tracks them not because they are unimportant—because there is no master data and no alerts: which certificate, which entity/site, when it expires, who renews, how many days ahead to task. After legal entity changes, old certificates uncollected and new ones missing become shutdown risks at inspection.

One Certificate, One Record
Scans, numbers, validity, applicable org, owner, renewal lead days. Escalate at 90/60/30 days before expiry. Expired status locks related business (e.g., products under expired permits cannot be ordered)—no "keep running."
- Owners must be positions—tasks auto-transfer on role change.
- Multi-site needs multiple certificates—one blanket cert cannot cover unlisted addresses.
- Annual reviews separate from validity—annual review is not expiry.

Alerts Must Reach the Owner
