Standards Must Become Fields
Travel requests carry destination and grade; the system returns bookable ranges. Overages need pre-approval; approval numbers enter reimbursement. Overages without approval numbers reject at reimbursement. When policy versions upgrade, rules upgrade together—avoid "new policy published, system still on last year."
